Application Instructions:

The Chief of Police is given the statutory discretion to issue a license to carry a firearm to residents within the City of San Jose (Penal Code § 26155).

Review the Department's CCW policy prior to applying.

Applications must be submitted online.  Applications will be processed in the order they are received. You will be notified via email as you proceed through each phase. Applicants who are unresponsive for 90 days will be denied a license and will have to reapply.

Permit Terms:

The license will be valid for a period not to exceed two years from the date of issuance (Penal Code § 26220).

A license issued to a state or federal magistrate, commissioner, or judge will be valid for a period not to exceed three years.

A license issued to any reserve peace officer as defined in Penal Code § 830.6(a) or (b), or a custodial officer employed by the Sheriff as provided in Penal Code § 831.5 will be valid for a period not to exceed four years, except that such license shall be invalid upon the individual's conclusion of service as a reserve officer.

Renewals must be applied for no sooner than 90 days before expiration. Renewal applications received after a current CCW expiration will be denied and the applicant will follow the Inital application process including psychological exam and 16-hour training. 

Documents:

In addition to completing the online application / amendment, the following items are required as part of your application to be uploaded:

  • Driver’s License or other Government Approved ID Card: A color copy of a valid Government issued ID card is required.
  • Photograph for ID Card: Upload a color photograph of the person listed on the application, capturing from the top of the head to the mid-chest area with a plain background. The photograph may be taken with a cell phone.
  • Proof of Firearm Ownership / Registration: Provide documentation proving ownership for the firearms you will plan to carry. Three firearms maximum.
  • Proof of Residency: CCWs are only issued to residents of the city. Provide (2) utility bills or other dated documents for the most recent three months to demonstrate established residency. Utility Bills with past due balances will not be accepted.
  • Birth Certificate, Naturalization Certificate or Valid US Passport: Original or Certified Copy (New and Renewals Only)
  • Current or Previous CCW License (if applicable): including a CCW License from another jurisdiction
  • DD-214 Military Service (if applicable): (New and Renewals Only)

Please be prepared to pay the initial fee by check or credit card when you arrive for your interview. CCW Licenses will not be processed until the initial payment is received. Make a check payable to the “City of San Jose.” Note that all credit card payments will be charged an additional service fee.

The final fees will be due when the license is picked up. A check to the Department of Justice should be made payable to the “State of California.” The City fee can be paid by credit card or check made payable to the City of San Jose.

Fees are non-refundable. Licenses are non-transferable.

New / Renewal Application

New and Renewal Applicants will complete the Standard CCW application below. After the inital payment fee is received, applications will be processed in the order we receive them. You will be contacted via email as you progress through each phase of the CCW License process. Please make sure the email you included on the "Introduction" tab of the online application is correct.

Initial Applicants will receive instructions for fingerprinting, psychological exam and training as you are approved through each phase of the process. 

Renewal Applicants will receive training information when your background check is complete. 

Refer to the Department's CCW Policy document for any questions regarding the process. 

NOTE: The applicant will thoroughly Complete Sections 1-6.  Section 7 and 8 will not be signed until your interview with the Investigator. 

The DOJ Application instructs the applicant to only complete Section 7, when directed to do so. The Permits Unit requires Section 7 to be complete in order to contact you.

The Witness Signature, Badge Number and Date will not be signed until your interview with the Investigator.

DEPARTMENT RESTRICTIONS ON POSSESSION:

The Chief of Police may place special restrictions limiting time, place, manner and circumstances under which any license shall be valid. The following general restrictions, applicable to all licensees, prohibit the licensee from:

  1. Consuming any alcoholic beverage while armed.
  2. Falsely representing him/herself as a peace officer.
  3. Unjustified or unreasonable displaying of a firearm.
  4. Committing any crime.
  5. Being under the influence of any medication or drug while armed.
  6. Interfering with any law enforcement officer’s duties.
  7. Refusing to display his/her license or firearm for inspection upon demand of any peace officer.
  8. Loading the permitted firearm with illegal ammunition.
  9. No permitted weapon is allowed where weapons are prohibited by law.
  10. No permitted weapon is allowed at locations where a sign is posted prohibiting weapons.
  11. No permitted weapon is allowed at any City of San José operated building, facility, or workplace.
  12. CCW Permit shall NOT be copied or altered in any manner or form.

The Chief of Police or authorized designee reserves the right to inspect any license or licensed firearm at any time.

The alteration of any previously approved firearm including, but not limited to adjusting the trigger pull, adding laser sights or modifications shall void any license and serve as grounds for revocation.

Amendment Form

Do not use this form to change Carry Concealed Weapon (CCW) type (i.e., resident, judicial, reserve police officer, employment). You may change CCW type upon issuance of a renewal license, or submit a new CCW application prior to expiration of the existing CCW term.

Your amendment will be processed when payment is received. You will be contacted to turn in your current license and pick up the amended license.

The Police Department requires the applicant to provide contact information for at least three adults for a character reference.

1. At least one adult cohabitant of the applicant, if applicable, and at least two adults, not living with the applicant and not relatives.

2. Each individual shall provide contact information by which the Chief of Police or authorized designee may contact the character reference. Each character reference must agree to be interviewed on the record. The Chief of Police or authorized designee may conduct an in-person, virtual, or telephonic interview with any character reference to discuss the information in the application.

This includes general information (name / company name, date of birth), contact information (address, email, phone number), government identification (driver's license, passport, etc.), and follow-up documentation to certify what you report on this application.
